Step-by-Step: The Dubai Municipality Registration Process
Registration follows a defined sequence across the Montaji portal, Dubai Municipality's online system for consumer product and food product registration.
Step 1, Create or Log In to Your Montaji Account
All applications are submitted through the Montaji online portal. If your company does not yet have an account, register using your trade licence number and Emirates ID or passport details of the authorised signatory.
Step 2, Select the Correct Product Category
Choose the relevant product category and sub-category carefully. An incorrect category selection will result in the wrong checklist being generated and will likely cause rejection later in the review stage. If your product could belong to more than one category (e.g. a fortified drink that could be classified as a food or a supplement), seek clarification from DM or consult a regulatory specialist before proceeding.
Step 3, Complete the Product Dossier

- Certificate of free sale or certificate of origin from the exporting country (notarised and apostilled or legalised)
- Full ingredient/formulation list with percentage breakdown
- Technical data sheet or product specification sheet
- Label artwork (all sides) in English and Arabic, meeting DM labelling standards
- Laboratory test report(s) demonstrating compliance with applicable UAE or GCC GSO standards
- For cosmetics: Cosmetic Product Safety Report (CPSR) or equivalent safety assessment
- For food: nutritional analysis report and, where applicable, shelf-life / stability study
- Manufacturer authorisation letter (if applicant is not the brand owner)

Step 4, Pay the Registration Fee

You typically have a defined window to respond, missing this deadline can result in your application being closed and fees being forfeited. Respond promptly and comprehensively to avoid multiple back-and-forth rounds.
Step 7, Receive Your Registration Certificate
Once approved, the registration certificate is issued digitally via the portal. For most food products, the certificate is valid for one year and must be renewed before expiry . Common Pitfalls to Avoid

- Incorrect product categorisation. Placing a product in the wrong category generates the wrong document requirements and will lead to rejection at review stage.
- Labelling non-compliance. Labels that do not meet DM's Arabic language requirements, mandatory field rules, or font size standards are a leading cause of deficiency notices.
- Outdated or non-accredited test reports. Test reports must be from laboratories with appropriate accreditation and must be sufficiently recent. Using a report prepared for a different market without verifying that it covers the applicable UAE/GCC standards is a common mistake.
- Missing or incorrectly legalised certificates. Certificates of free sale and certificates of analysis issued abroad must typically be notarised and either apostilled or legalised through the UAE embassy in the country of origin.
