Route one: register and sell wellness products.

The product route is the one we handle at Product Approval UAE every day. Each supplement, cosmetic or wellness product is registered with the relevant authority before sale: consumer health products sold in Dubai go through Dubai Municipality's Montaji portal, while products with stronger claims or pharmaceutical-grade ingredients follow the federal route. Once registered, the product can be imported, listed on marketplaces and sold through retail and e-commerce channels. Our guides on selling supplements online in the UAE and supplement registration cover the mechanics in detail.

The strengths of this route are its scalability and its comparatively light regulatory footprint. There are no clinicians to engage, no facility licence to maintain and no patient liability. The constraints are equally clear. Labels cannot carry disease or treatment claims, margins live and die on distribution economics, and the brand competes in crowded retail categories where differentiation is expensive.

Route two: open a licensed wellness or longevity clinic.

The clinical route is a different business in regulatory terms. A wellness or longevity clinic in Dubai operates under a facility licence from the Dubai Health Authority (DHA), with a licensed medical director, DHA-licensed physicians and nurses, approved clinical policies and malpractice insurance. In exchange, it can lawfully do what no product brand can: assess individual patients, order diagnostics, prescribe, and administer treatments such as IV nutrient therapy, injectable protocols and medically supervised wellness programmes.

The clinical model does not have to mean a marble-floored facility on day one. Dubai licenses telehealth-led and home-service models, which is how many wellness operators now enter: consultations delivered by licensed practitioners online, treatments delivered at home by licensed nurses, and a physical site added later if demand justifies it. Our sister company HealthcareSetup specialises in exactly this and explains the model on its wellness and longevity clinic setup page.

When a product brand needs a clinical arm.

Not every supplement brand should open a clinic. The signal to take the clinical route seriously is when your customers keep asking for things a trade licence cannot deliver. Four patterns come up again and again.

Customers want personalisation. When buyers ask which product suits their blood results, their medication or their condition, they are asking for a clinical consultation. Answering those questions through marketing content risks crossing into medical advice; answering them through a licensed practitioner turns the same demand into a lawful, billable service.

The natural next product is a procedure. IV drips, vitamin injections and medically supervised programmes are the obvious upsell for a wellness brand, and none of them can be delivered under a trading licence. They are clinical procedures requiring licensed clinicians operating under a DHA-licensed facility.

The category is moving prescription-led. Parts of the longevity market, including peptide-based protocols, sit firmly on the medical side of the line in the UAE. Where peptide treatments are available at all, they are prescription-led and assessed case by case with the Emirates Drug Establishment (EDE), and any compounded preparations must come from a MOHAP-licensed compounding pharmacy. A brand without a clinical arm simply cannot participate in that segment; a licensed clinic with the right practitioners and pharmacy relationships can, within the regulator's boundaries.

Service revenue would stabilise the business. Retail margins are exposed to marketplace fees, advertising costs and price competition. A clinical offering adds recurring consultation and programme revenue that is far harder for a competitor to copy, because the barrier is a licence and a clinical team, not a media budget.

If none of these describe your situation, the product route alone is probably right, and strengthening your registrations and claims compliance is the better investment. Our guide on why product registration is mandatory in the UAE is the place to start.

Where the two routes meet. The strongest UAE wellness brands run both: registered products handled by Product Approval UAE, and a licensed clinical arm built by our sister company HealthcareSetup, whose clinic setup in Dubai service covers the licence, the clinical team and the systems in one build. The clinic drives trust and personalisation, the product range monetises the audience between visits.

The turnkey build option.

The reason most product founders never start the clinical route is not the regulation itself but the sequencing: company structure, DHA applications, medical director appointment, clinician credentialing, insurance, platforms and policies all have to land in the right order. A turnkey build compresses that into a single managed project. HealthcareSetup delivers the company formation, the DHA facility licence, a licensed medical director, a clinical team engaged on a contracted basis so you carry no clinical payroll, the telehealth and booking systems, and the policies and insurance needed to pass inspection. Telehealth-led wellness builds are typically operational in approximately 45 days, subject to regulator processing times, with home services and physical premises added as the patient base grows. The full scope is set out on the wellness and longevity clinic setup page.

Whichever route you choose, the worst position is the grey zone in between: a product brand drifting into clinical claims, or an unlicensed service administering treatments. Both attract enforcement. Pick a lane, licence it properly, and the UAE wellness market rewards you on either side.

Frequently asked questions

Do I need a clinic licence to sell supplements in the UAE?
No. Selling supplements is a product business, not a clinical one. You need a UAE trade licence with the right activity code and registration of each product with the relevant authority, such as Dubai Municipality through the Montaji portal or the federal route for products with stronger claims. No healthcare facility licence is required as long as you are not delivering clinical services to patients.
When does a wellness offering need a DHA licence?
The line is clinical intervention. The moment your offering involves diagnosis, prescribing, administering treatments such as IV drips or injections, or personalised medical advice from a practitioner, it becomes a regulated healthcare service. In Dubai that requires a DHA facility licence, a licensed medical director and DHA-licensed practitioners. Retail guidance about a supplement does not cross that line; a consultation that leads to a prescription does.
Can my supplement brand offer IV drips or injectable wellness treatments?
Not under a trade licence alone. IV therapy and injectable treatments are clinical procedures that must be delivered by licensed clinicians under a DHA-licensed facility, whether in a clinic or through an at-home service model. Brands that want to offer these services either build a licensed clinical arm or partner with an existing licensed operator.
Are peptides something a wellness business can offer in the UAE?
Peptide-based treatments are handled cautiously in the UAE. Where they are available at all, they are prescription-led and assessed case by case with the Emirates Drug Establishment (EDE), the federal authority responsible for medicines. They are not retail supplements and cannot be sold over the counter. Any compounded preparations must come from a compounding pharmacy licensed by MOHAP, and prescribing must sit with licensed practitioners inside a licensed facility.
How long does it take to open a wellness clinic in Dubai?
It depends on the model. A physical clinic involves premises approval and fit-out inspections, which extend the timeline. A telehealth-led wellness service with no patient-facing premises is the fastest route and, with company formation, DHA licensing and clinical staffing run in parallel by an experienced partner, can typically be operational in approximately 45 days, subject to regulator processing times.
Can I run the product business and the clinic under one company?
Usually they sit in separate licensed entities, because trading activities and healthcare activities are licensed differently. A common structure is a trading company that holds the product registrations and a healthcare company that holds the DHA facility licence, with the brand sitting across both. The right structure depends on your emirate, your free zone or mainland choice, and how the clinical service will bill patients.
