The licences behind an aesthetic or wellness clinic.
In mainland Dubai, an aesthetic or wellness clinic is a licensed healthcare facility like any other. The Dubai Health Authority (DHA) issues the facility licence through its Sheryan portal, on top of a trade licence carrying the correct healthcare activity. The facility licence defines the clinic's approved scope of services, and the premises are approved against that scope: treatment room requirements, hygiene and sterilisation provisions, and the layout inspected before the licence is activated.
Three people-level requirements follow the facility everywhere. A DHA-licensed medical director carries clinical accountability for the operation. Every physician delivering treatments holds an active DHA licence in the relevant speciality. And nurses or allied health professionals supporting procedures are individually licensed too. A beautiful fit-out with an unlicensed injector behind the door is not an aesthetic clinic; it is a violation waiting for an inspection.
Which products used in the clinic need registration.
This is the half of the project that clinic founders most often discover late. Nearly everything an aesthetic or wellness clinic uses or sells is itself a regulated product with its own approval pathway, separate from the facility licence.
- Injectables: botulinum toxin is a prescription medicine, and dermal fillers are regulated products; both must be sourced as registered products through licensed suppliers
- Energy-based machines: laser, IPL, radiofrequency and body-contouring platforms are device-classified and need registration before import and use
- IV preparations and vitamins: infusion products must come through licensed import and supply channels
- Professional skincare: cosmeceutical ranges used in treatments need their registrations in place, typically with Dubai Municipality
- Retail stock: the skincare and supplements sold at reception each need registration before they go on the shelf
The patterns are the ones we see across product categories every day: the authority depends on the classification, the claims decide how a product is treated, and the importer must be licensed. If you are unsure which authority governs a product on your treatment menu, our guide to MOHAP versus Dubai Municipality is the right starting point, and our cosmetics and medical device registration pages cover the two categories aesthetic clinics use most.
Prescription-led services need licensed practitioners.
The commercial heart of an aesthetic clinic, injectables, IV therapy and prescription-strength treatments, is prescription-led by definition. Botulinum toxin is prescribed and administered by appropriately licensed practitioners. Fillers are administered by licensed clinicians within their approved scope. IV drips and vitamin infusions are clinical procedures requiring licensed administration under physician oversight. Wellness programmes built on prescription products, including peptide-based protocols, sit at the strictest end of the spectrum: they are prescription-led, classified case by case with the Emirates Drug Establishment, and supplied only through registered channels or MOHAP licensed compounding pharmacies.
The rule of thumb is simple. If a treatment changes something under the skin, a licensed clinician delivers it, inside a licensed facility, using a registered product. Each of those three licences is checked at inspection, and the absence of any one of them collapses the compliance of the other two.
Planning the clinic itself? Our sister company HealthcareSetup handles everything needed to open a clinic in Dubai end to end, with DHA licensing handled and the clinical team engaged on a contracted basis, typically in approximately 45 days, subject to authority processing times.
The compliance picture at opening day.
Put together, a compliant aesthetic or wellness clinic opens with two parallel stacks complete. The facility stack: trade licence, DHA facility licence, approved premises, medical director, licensed practitioners, insurance and policies. The product stack: every device registered, every injectable sourced as a registered product through licensed suppliers, every retail item registered, and claims kept inside what each registration allows. Founders usually plan the first stack and improvise the second; inspectors check both.
Sequencing is where the two stacks meet. Device registrations and retail product registrations take their own processing time, so they belong in the build plan from day one rather than after the fit-out. The efficient builds we see run facility licensing, fit-out, practitioner credentialing and product registration as parallel workstreams so the clinic opens with its full treatment menu, not a licence and an empty trolley.
The turnkey option.
For founders who want one accountable partner for the whole build, our sister company HealthcareSetup delivers wellness and longevity clinic setup in Dubai as a turnkey engagement: company formation, DHA facility licensing, premises and layout approval, the medical director, a clinical team engaged on a contracted basis with no payroll burden, systems and policies, through to an operating clinic. Builds typically target launch in approximately 45 days, subject to authority processing times. We handle the product stack alongside it, so the devices, injectables and retail range are registered when the doors open. Start with HealthcareSetup for the facility, and with us for everything the facility uses and sells.
