A clinic is a new regulatory track, not an extension of your registrations.
Product registration approves a thing: a formulation, a label, a set of claims. A clinic licence approves an organisation that treats people. In Dubai the first lives with Dubai Municipality and the federal health authorities, and the second lives with the Dubai Health Authority (DHA), which licenses the facility itself through its Sheryan portal. Nothing in a Montaji registration, a cosmetic notification or a device marketing authorisation entitles the holder to diagnose, prescribe, inject or administer anything to a patient.
In practice that means a brand clinic is a second regulated business standing next to the first. It needs its own trade licence carrying a healthcare activity, a DHA facility licence for approved premises, a DHA-licensed medical director who carries clinical accountability, and DHA-licensed practitioners delivering every treatment. The product company usually remains a separate entity that supplies the clinic, which keeps the registrations, the import channel and the clinical operation each in the structure the regulators expect.
| Question | Your product business today | Your clinic tomorrow |
|---|---|---|
| What is approved | Each registered product: formulation, label and claims | The facility, its premises, its scope of services and its people |
| Lead regulator | Dubai Municipality and the federal health authorities | The Dubai Health Authority (DHA) |
| Key people | A UAE-licensed entity holding the registrations | A licensed medical director plus DHA-licensed clinicians |
| What it allows | Import, distribution and sale of registered products | Consultations, prescribing, treatments and procedures |
| Who handles it | Product Approval UAE | Our sister company HealthcareSetup |
What your existing registrations still do for you.
The good news is that none of your registration work is wasted; it becomes the supply side of the clinic. A clinic may only use and sell products that are legally on the UAE market, so a brand arriving with a registered portfolio starts with an advantage most clinic founders do not have: its shelves and treatment rooms can be stocked from day one with its own compliant range, imported through licensed channels it already operates.
The boundaries still matter. The registered claims govern what the clinic may say about the products at the point of sale. Prescription-only items are dispensed against a valid prescription through licensed channels, not handed over the reception desk. And anything new the clinic wants to introduce, a device for a new treatment or a professional-use line, needs its own registration before it is used. The registration track and the facility track run in parallel; neither substitutes for the other. If you want the product side refreshed first, start with our guides on why registration is mandatory and which authority regulates which product.
The clinic as a sales and credibility channel.
Commercially, a clinic changes what a product brand is. On a marketplace, the brand competes on listing quality and price. In its own licensed facility, the brand is experienced as a service: a consultation, a treatment plan, a practitioner recommending the regimen, and the product range sitting naturally inside it.
- Clinical credibility: a DHA-licensed facility and licensed practitioners stand behind the brand name
- Point-of-care recommendation: clinicians recommend the registered range inside a treatment plan
- First-party relationships: the clinic owns the patient relationship, not a marketplace
- Full-margin retail: the clinic retails the registered products without a reseller in between
- Service revenue: consultations and treatments earn independently of product sales
- A defensible moat: competitors can copy a listing, but not a licensed clinical operation
The compliance frame for that channel is strict but workable. Treatments are delivered only by licensed clinicians within the facility's approved scope, product claims stay inside the registrations, and the clinic buys only registered stock through licensed suppliers. Operated that way, the clinic is not a grey area; it is the most regulated and most trusted channel the brand owns. We compared the shelf route and the clinic route in more depth in supplements versus a wellness clinic.
What the build involves, and the turnkey route.
The build itself is a healthcare project, not a retail fit-out. Company formation with the right activity, the DHA facility application, premises with an approved layout, fit-out and inspection, the medical director appointment, practitioner licensing, policies, insurance and systems all have to land in the right order. Run sequentially by a founder learning each stage, that takes months; the common failure points are fit-out started before layout approval and clinician licensing left until the end.
This is why we hand the clinical side to our sister company HealthcareSetup, which handles setting up a clinic in Dubai end to end: entity, DHA licensing, premises, systems, and a clinical team, including the medical director, engaged on a contracted basis so the brand carries no clinical payroll. Builds run the workstreams in parallel and typically target launch in approximately 45 days, subject to authority processing times. For product brands heading into the longevity, aesthetics and preventive health space, their wellness and longevity clinic setup guide maps the exact model most of our clients ask for.
Two tracks, one launch. We keep your product registrations moving while HealthcareSetup delivers the licensed clinic setup, so the retail range and the clinical service open as one brand rather than two projects.
